How to practice English everyday?

I really hope I can improve my poor English.
But I think it`s not easy to learn English in Taiwan, right?
The enviroment in Taiwan is use Chinese and Taiwanese.
Everyday you watch Tv, you chat, the language you heard and you look are all Chinese.
I`m afraid Ididn`t have too much time and money to learn Englsih.
But I really really hope to improve it.
I didn`t have a job now.
But I know if I want to have a better-paid job, I should trying to change sth.
So is there anyone could give me some suggestions?
