I  live  in  Paris  now. 
But  when  I  was  in  Taipei,  I  was  able  to  find  a  private  French  tutor  in  "Classified  ads  section"  of  English  newspapers(such  as  Taipei  Times,  China  News  etc.)  Pay  attention  to  these  classified  ads  and  you  might  find  someone  that  offers  such  services. 

Second  idea  is  that  you  go  to  French  language  schools  see  if  there  are  French  teachers  who  would  like  to  give  you  "Cours  particuliers,"  meaning  one-to-one  course.
