Can I download Chinese typing system from internet?

I just bought a new computer yesterday and this one doesn`t allow me to type Chinese. Ahh... Does anyone know if I can download something from the web that will allow me to be able to type Chinese? Or is it that I must install Chinese version Windows to allow me to do that?
